South Caucasus

Overview

SC NPSC picture 0After an exploratory mission in 2012, NP was issued a mandate by its International Governing Council to initiate a permanent South Caucasus Regional Program. NP was immediately active in critical areas of along the Administrative Boundary Line between Georgian Tbilisi-Administered-Territories and de facto South Ossetia to strengthen civilian protection and human security programs in the region and explore avenues for expansion into more areas of the South Caucasus as a whole.

In 2012, NP deployed field teams to the regions of Shida Kartli and Samegrelo to establish local Community Security Teams trained in nonviolent civilian protection methodologies for civilians in the contentious areas along the Administrative Boundary Line between Georgia, Tbilisi-Administered Territories, and de facto South Ossetia. NP also partnered with UN Women to expand the capacity of women human rights defenders in the region and write a joint Human Rights Defenders Manual.

In 2013, Nonviolent Peaceforce trained a dozen youth living among the Administrative Boundary Line in nonviolent negotiation and conflict resolution. The training was conducted in partnership with the Institute for the Study of Nationalism and Conflict. This training further strengthened the capacity of the youth in conflict resolution aimed at preventing violence at the grassroots-level. These trained youth where then also included in the Community Security Team program.

Community ConsultationsBy 2014, NP had developed relationships with civil society and government officials throughout the South Caucasus region, and was actively engaged in partnerships with regional organizations and further developed the Community Security Team so that it covered all of the critical areas of the Administrative Boundary Line.

Today, NP continues to work with its youth negotiators and trained community members in a support role, while exploring the expansion of its Community Security Team programs to areas of Armenia and Azerbaijan where civilian protection is needed.
