Long-Term Plan

ACTION AREAS AND DESIRED OUTCOMES

There are four action areas in this plan, all of which are essential for its success:

  • International field projects and field project-preparedness
  • Regional Development
  • Additional Organizational Capacity Building
  • Public awareness, policy advocacy and constituency building

The desired outcomes in each of these areas are outlined below. As this is a long term plan, it indicates direction, some broadly-stated action steps, and some broadly-stated outcomes. Yearly operational and detailed work plans will be made based on our agreements about desired approaches and outcomes.

Further long term definition may be developed by the IGC in close cooperation with Member Organizations and will be reported to the Member Organizations.

The time-line for desired outcomes is December 2014.

INTERNATIONAL FIELD PROJECTS AND FIELD PREPAREDNESS

A. NP's field project work will have significant positive impact and we will understand how it was able to have significant impact.

            1. NP will gather field evidence that we reduced violence and improved the human rights situation for the areas where our teams work.

            2. NP will commission external evaluations of its field projects.

            3. NP will establish an organizational culture of learning from its own and others' experiences and will also have put the necessary procedures and systems in place to preserve, interpret, and make accessible cumulative field learning within and between field projects.

            4. Where NP makes mistakes or experiences failures in our work, we will openly seek full understanding of the reasons, to improve the impact of future field projects.

            5. NP-MOs will participate in ongoing monitoring of potentially violent conflicts in their region in order to be proactively in relationship with other local organizations when there is a low level of violent conflict. This would enable NP to more effectively deploy, should that become necessary.

B. NP will have field projects (including short- and long-term ones) in several locations, including at least one of at least 100 field staff in a high-conflict area and one rapid response field project.

            1. In all field projects, NP will establish a track record of excellence and professionalism that is widely appreciated in the field project location and is highly respected among other NGOs, current or prospective donor governments and multilaterals.

            2. Working groups including MOs will follow and assess situations where NP field projects may be called for in their regions and will make recommendations to international NP staff.

            3. NP will have the research and networking capacity to be able to analyze potential field projects according to clearly defined criteria and produce well backed-up proposals.

            4. During the five years, NP will engage in multiple projects of varying sizes, lengths and types, some of them in partnership with MOs.

            5. NP will raise the funds necessary to deploy the number of staff needed for the intended impact of each project.

            6. NP will recruit, assess and train the people needed for those field projects, including people qualified to manage the field projects at all levels, strongly cooperating with its network of MOs and experienced field staff in doing so.

            7. NP will develop the in-country infrastructure for each field project, including relationships with partner organizations, fundraising, networking, diplomatic relationships, logistics, physical and psychological care for staff, security and administrative support.

            8. NP will engage with NGOs and INGOs with different mandates than NP that do excellent work in conflict prevention, peace building, and other approaches affecting the roots of violence, to develop concrete ways of complementing each others' work on the ground.

            9. NP will have an Emergency Response Network and international support infrastructure in place sufficient to support all field projects, relying strongly on its network of MOs to create effective, mutually beneficial worldwide mechanisms.

C. NP will be able to deploy 200 or more people in field projects at the same time by developing needed training and reserve capacities.

            1. NP will develop a primary pool of 500 to 1000 people who meet basic NP qualifications in core field project capacities and who have indicated willingness to participate in NP field projects and field project-related trainings.

            2. NP-MOs will work with the Capacity Building Program to build up and strengthen their capacity to recruit, assess and train people to meet basic NP core field project competency requirements. The trained participants will be available for nonviolent peace work at local levels with MOs and will be further developed by NP-MOs to potentially become part of NP's primary pool. NP will develop a certification process for training (provided by MOs and other training organizations) in core field project competencies, including clarification of what training elements are nevertheless essential to receive directly from NP's own training.

            3. NP will work closely with interested MOs, and with some field team members, to strengthen their ability to professionally assess potential field team members.

            4. 500 people will have completed NP field project training requirements by 2014.

            5. 35 people will be registered as qualified NP field project trainers.

            6. NP-trained participants and NP trainers will be selected in a balanced way from different parts of the world and by gender and age.

            7. NP will institute retention policies, including pool programs and training career paths for existing field-deployed staff that encourage those already trained and experienced to remain in NP's available field project pool.

            8. Working with its MOs, NP will develop strategies whereby those experienced at local levels can gain all appropriate skills and experience to qualify for international NP peace team field project training

            9. International field project training will always including training in local cultural issues.

D. NP will complete at least five shorter term missions. A short term mission is less than one year, and includes an exit plan that justifies the length of the field project in the original field project plan.

            1. NP will experiment with timely responses in partnership with multilateral agencies that offer the possibility of fully funded, rapid violence prevention interventions, such as with election-related violence or violence surrounding the movement of displaced persons.

            2. NP will also develop the capacity to initially respond in a timely way to requests for small to medium-sized field projects to protect civilian nonviolent movements.

            3.  NP will cultivate a donor base that is willing to provide sufficient unrestricted funds for such responses, trusting NP's judgment to identify and assess the need for NP intervention in such situations.

            4. NP will determine the range of any organizationally acceptable changes in our general practices to enable flexible responses to such requests--such as the possible use of volunteers, and modifying the length and timing of training.

E. NP will engage in a general practice of advance development of exit strategies to responsibly complete every field project it closes.

            1. NP will develop and implement an exit strategy that enables local actors or other mechanisms to take over any peacekeeping work that is still required.

            2. NP will conduct an external evaluation to define the moment to exit and conduct studies afterward to evaluate the effectiveness of the exit strategy.

REGIONAL DEVELOPMENT

A. As NP's network consists of NP-MOs working toward increasing the use and effectiveness of unarmed civilian peacekeeping, many MOs will themselves be regularly recruiting, training and/or engaging in increased local and regional field projects, and will develop, with NP staff support, local and regional pools of qualified unarmed civilian peacekeepers.

            1. Some MO field projects may be in partnership with NP at the international or regional level.

            2. Where there is already regional training capacity, NP staff will work with NP-MOs to develop high-quality training for local and regional peace team members.

            3. Where relevant regional training capacities do not yet exist, NP will assist with development of such training capacities among its MOs.

            4. NP will develop methods to document and share information among its MOs and the broader international community concerning all unarmed civilian peacekeeping missions where its MOs participate.

            5. NP staff and NP-MOs will together encourage returned international field team members to work with MOs to increase their local and regional field project capacities.

B. NP will enhance and expand its MO relations to achieve an MO structure reaching into 50 countries.

            1. Regional coordinators will identify and recruit additional Member Organizations that wish to pool their capacities and experience as part of NP's large scale vision.

            2. NP will develop enhanced, interactive and effective internal communications within its MO network concerning both practical working together and discussion of ideas, including, whenever possible, opportunities for timely information and discussions about current policy issues facing the IGC.

            3. The maintenance and facilitation of relationships and communications between MOs and NP, and between MOs, will increasingly be a focus for Regional Coordinators and regional IGC members.

            4. MOs, NP staff and IGC members within each NP region will develop strategies for the working contribution of that region to NP's overall global strategy.

            5. NP will develop the in-region and cross-region infrastructure, including adequate staffing, needed to accomplish agreed-upon goals in partnership with its MOs.

            6. Where feasible, NP will engage in joint fundraising with its MOs to advance common objectives, such as increasing training quality and capacities.

ADDITIONAL ORGANISATIONAL CAPACITY BUILDING

A. NP will develop the organizational infrastructure capable of fielding "large-number" missions and rapid response missions, including effective engagement of our global network, in all of the following sectors.

  • IGC

            1. NP will develop and expand the competencies and constituencies represented on the IGC, including fundraising competency.

            2. The IGC will clarify and implement its governance focus and role.

            3. The IGC will be able to make informed, effective and efficient policy decisions, in the timescale required, and based on the best available information clearly presented to them.

  • Administrative/Management

            1. NP will establish an international office in the Global South.

            2. NP will consult with supportive international and regional organizations with experience to assist its development of organizational capacities.

            3. NP will have the trained, highly-qualified staff needed, together with identifiable expansion capacities, to be able to manage rapid field projects.

            4. NP will have the necessary protocols, procedures, systems and policies in place to be able to deploy and manage a large-scale field project, which includes having security provisions, home country care, physical and psychological care for staff, exit strategies and contingency plans tested and in place.

            5. NP will further develop its capacities to function as a multi-lingual organization, on Membership, leadership and staff levels.

            6. NP will have the necessary, highly responsive, and flexible Information Technology (IT) capacities to support all of its global work, including the needs of field projects, administration, and internal and external communications.

            7. NP will have the necessary Human Resources policies and personnel in place to manage the number of personnel working for NP in all capacities and to provide for their continuing education and skills development.

            8. NP will have the capacity to manage the scale of funding necessary to sustain field projects on a large scale (i.e. $10s of millions). Accounting procedures and financial controls that meet international standards will be in place in every office of NP.

  • Fundraising

            1. NP will have a strategic reserve fund sufficient for project explorations, emergencies and  the start-up phase of new projects (including rapid field projects) and, where appropriate, framework agreements in place to ensure adequate funding once a field project begins.

            2. NP will obtain the funding necessary to sustain field projects on a large scale by establishing the capacity needed to attract this funding. A fundraising infrastructure will be in place that can skillfully draw on the track record of NP field projects to demonstrate our field effectiveness and our ability to manage projects that can produce desired outcomes.    

  • Strategic Relations

            1. Strategic relations staff and skill capacities will be strengthened in order to build NP's profile, relations and credibility with all parties that will assist our attainment of the vision of unarmed civilian peacekeeping "writ large."

            2. Strategic relations capacities will also be strengthened to help accomplish the outcomes outlined in Regional Development.

PUBLIC AWARENESS, POLICY ADVOCACY AND CONSTITUENCY BUILDING

A. NP will establish, or expand, working relationships with multilateral bodies, governments, politicians and strategic civil society organizations in every region.

            1. A strategic relations approach will be developed to relate to each body in accordance with the needs of our current and planned field projects.

            2. NP will engage with relevant staff of multilaterals and with politicians, diplomats and civil servants in a number of countries, so as to influence and inspire changes in policy at all levels in relation to peacekeeping and human security so that these policies and consequently moral and material resources become increasingly supportive of nonviolent civilian protection and of NP's work.

            3. NP's approach will include working closely with MOs ad other NGO partners, to develop joint plans, targets and strategies for accomplishing this, with respect for the networks and strategic relations needs of the local MOs.

B. NP will raise the public profile of our work among a range of identifiable public constituencies in 50 countries, who are able to recognize NP as a professional unarmed civilian peacekeeping force that provides effective protection and creates space for local groups working in situations of violent conflict.

            1. NP will develop and implement a targeted media strategy that addresses the different approaches to outreach and publicity needed for different parts of the world.

            2. People of different parts of the world will hear about NP through press coverage, public events or celebrity outreach

            3. NP will conduct this work in each area or country in partnership with its Member Organization(s) located there. Where nonpartisanship permits, the public awareness needs of Member Organizations can be jointly addressed with the needs of NP.
